That the Special Appointments set out in the preceding
paragraph hereof and in particular the first three Special
Appointments constituted the highest positions open to your
Petitioners and were their ultimate aim and endeavour and
your Petitioners believed that these Special Appointments
were reserved for the Senior Clerical and Accounting Staff
and would, on vacancies occuring, be filled therefrom.
That since the year 1930 the Special Appointments have been
seriously diminished as shewn hereunder and are no longer
available to your Petitioners :
